Moment NJ police chief claws his way across frozen river in a kayak to rescue two-year-old girl and her mother

A small-town New Jersey police chief could not imagine going into the office on Thursday that just hours later, he would end up laying atop a borrowed plastic kayak on the frozen Passaic River, clawing his way to a mother and toddler who had fallen through the ice.
